Through propagating Crossrail’s initiative of a lasting skills education & employment strategy to alleviate this entangled cycle of worklessness and homelessness prevalent in Whitechapel, I propose to insert a centrally located ‘institution’, a non ownership social core which mediates & facilitates exchanges between 3 main user groups (homeless users, transient commuters and local users). Through the mechanism of service & skills exchange I propose a new composite infrastructure specifically for the homeless plugged directly into Whitechapel Station. The social core forms part of an expanded network of service institutions which work together to formally blur the Interior/Exterior spaces of the city occupied by these 3 users thereby expanding the role & territory of the urban social core.
